Xeriscape is the right answer for a city this dry, and it comes with one specific problem: rock and gravel are miserable to weed by hand. Seed blows in, lodges in the gaps, finds the moisture under the stone, and sprouts with a root system running straight down through the fabric. Pulling it breaks the root and leaves the crown, which is why the same weeds come back in the same square foot all summer.
The fix is timing more than product. A pre-emergent laid down before soil temperatures come up puts a barrier across the surface that stops seed germinating at all, and in Reno that window is narrow and it moves with the year. Miss it by a few weeks and you've spent the season knocking down what's already up instead of preventing it. Post-emergent still has a job, on what's already established and on whatever comes in on the wind later, but on its own it's a treadmill.
It's also worth knowing that weeds and pests are the same conversation here. A weedy rock bed against the foundation holds moisture, gives insects harborage right where they'll find a way in, and feeds the insect population spiders come looking for. Homes backing onto open sage get a continuous supply of wind-blown seed off undeveloped ground, which no amount of pulling gets ahead of. Properties on the outermost streets need the pre-emergent barrier intact more than anyone else in the city.

Before soil temperatures rise enough for seed to germinate, which in the Truckee Meadows generally lands between late February and April depending on the winter. That's the whole game: a pre-emergent laid down after germination has started can't do the thing it exists to do. Because the window shifts year to year with the weather, we time it off the season rather than off a fixed date in a calendar.
Rock and gravel are the main reason to do it. Those surfaces are the hardest to weed by hand and the easiest to treat, because a pre-emergent barrier across the top of the stone stops seed germinating in the gaps where it lodges. Decorative rock, gravel driveways, hardscape edges, and the fabric-and-stone beds that most of south Reno is landscaped with all respond well.
Applied per label, yes, with a dry time you need to respect. We'll tell you exactly how long to keep pets and kids off treated areas before we start, and it's usually a matter of hours rather than days. If you'd rather we work around a dog's routine or treat a particular area on a different day, that's easy to arrange.
More than people expect. Weeds against the foundation hold moisture in a climate where moisture is the main thing pests are looking for, give insects harborage right at the point they'd be entering the house, and support the insect population that draws spiders onto the walls. Clearing the rock beds around the perimeter takes away harborage that a perimeter treatment otherwise has to overcome.
